The "Scoop" on Washington County Elections
"The filing deadline for local elections was yesterday. Here’re my quick takes on my local governments:
City of West Bend
All of the odd numbered districts are up this year. Districts 1, 3, and 5 have incumbents running unopposed. District 1 is conservative Tony Turner. District 3 is conservative Ed Duquaine. District 5 is moderate/liberal Alan Carter.
District 7’s incumbent was a liberal and she chose not to run for reelection. Running for the seat is a single candidate, Adam Williquette. Adam is a conservative.
So… the West Bend Common Council was a majority liberal/moderate board a few years ago with a liberalish mayor. Now 6 of the 8 seats and the mayor’s seat will be held by staunch conservatives. Not bad… not bad…
West Bend School Board
This slate is pretty disappointing. There are two seats up for election. One is currently held by a conservative, Tim Stepanski. The other is held by a liberal, Kris Beaver. Stepanski has chosen not to run for reelection. Beaver is.
Besides Beaver, three other candidates have filed to run. Carl Knepel is a younger guy who professes conservatism, but doesn’t have any track record. Therese Sizer is a staff attorney at West Bend Mutual and former teacher. I don’t know much about her except that she doesn’t travel in local conservative circles. The final candidate is Vinney Pheng. He ran last year and lost in the primary. He’s a solid conservative.
So what does it mean?"

W-C3 Group Tells ALL RE: County Budget
From W-C3:Washington County Board held a rare evening meeting to approved County's $118 million budget. When Supervisor Mark McCune tried to introduce his $1,000,000 budget cut amendment, County Board Chairman Herbert Tennies found McCune out of order refusing to let him speak. The Chairman then refused to allow an amendment citing HIS authority to make up rules. A motion was made to allow the Board to vote on the Chairman's decision. Supervisor William Meyers, Richfield said, "The U.S. Constitution Article 1, Section VIII established the rule of law over the rule of any man. You don't get to just make up the rules, Mr. Chairman." To which the Chairman responded, "Yes, I do!" 19 of the 30 Supervisors agreed and voted in favor of the Chairman, making Washington County the first Hugo Chavez-style republic in Wisconsin. With this vote, the narrative of a functioning democracy is no longer allowed. Under Tennies, Washington County now will only allow dissent so long as those dissenters agree with the Chairman. Supervisor Mike Bassill, West Bend said, "This action sets a dangerous precedent for the future." One Supervisor, who asked to remain unnamed, stated, "Meyers is the real problem here. You need to go along to get along. He won't do that!" Video of the meeting is available by contacting Mike Ryan, West Bend Community Television Coordinator, (262)335-5157, wbcctv@ci.west-bend.wi.us. Additional information is available by contacting W-C3 at http://www.w-c3.org/contact.php or by calling 262.628.2940.

Washington County Budget Proposal On Line
Washington County Supervisor Mark McCune, Erin, a long time advocate of smaller government, has requested a levy reduction for 2012 of $1,000,000. McCune said, "I have gone on record several times outlining my belief that Government needs to shrink going forward, and I believe the County should start this next year with my proposed reductions."
A spokesperson for W-C3, Washington County Conservative Citizens, when asked for a comment on the proposed cuts, said he had not seen the specifics but "for 2011 Washington County has a $2.85 per thousand tax rate compared to Waukesha County is at $1.97 and Ozaukee County is at $1.74. $2,000,000 would be better."
For copies of Supervisor Mark McCune's budget proposal or additional comments or questions, the Supervisor may be contacted directly atwashsupervisor@nconnect.net or W-C3 at bill.meyers@w-c3.org or 262.628.2940.

Meet & Greet Scheduled 9/10 at Cabela's
Via Washington County Conservative CitizensMeet and Greet with State Rep 9/10 Cabelas/Richfield W-C3, Washington County Conservative Citizens, will be hosting a Meet and Greet Saturday, 9/10/2011 from 3:00 pm to 5:00pm at Cabela's in Richfield for all 4 'new' members of the Assembly representing Washington County. With redistricting, many of us have 'new' State Representatives. We will also have a "Walker 2014" t-shirt for attendees to sign that will be presented to the Governor. All 4 State Reps, LaMehieu, Strachota, Pridemore and Knodl have confirmed attendance. Other State and Federal elected officials may also attend. Dan LaMehieu, who's district now includes Hartford; Don Pridemore, who lost Hartford but adds Richfield, Hubertus, Colgate, part of Germantown and M-Falls, Pat Strachota, who's district expand southward and Dan Knodl, the Republican Caucus Chair who's district was also adjusted. That is why I put new in quotes. These are our heroes working for us in the State Assembly so I hope everyone can attend and thank them for all their hard work. We will have some maps on hand to find out about our local elected folks, too. The County Board 'adjusted' the Supervisor's Districts so all the incumbents are safe but areas changed. Richfield and Hartford got carved up pretty good. We will also have on hand our experts to help anyone interested in running for their School Board, Town Board, etc. be successful. Questions, contact Bill Meyers - bill.meyers@w-c3.org. Please do not use my official County email account. Cell - 262.628.2940. Thanks.

Another Washington Cty. Supervisor Speaks Out
April 12, 2011
Senator Alberta Darling
Wisconsin State Legislature
Room 317 East, State Capitol
POB 7882
Madison, WI 53707-7882
Senator Darling:
I hope my letter finds you and yours well and rested from your Budget hearings. After the speech by one of my fellow County Board Supervisors at your hearing, I feel it is my duty to supply some balance to what was said.
The speaker I am referring to is County Supervisor Ralph Hensel. For the record, Supervisor Hensel is the Chair of the Washington County Finance Committee. If you are unclear on his position on spending, I always say, “Don't listen to what I say, look at how I vote.” These records are available online at the Washington County web site. In the interest of full disclosure, Mr. Hensel is also a retired teacher living off a tax payer funded pension plan.
Mr. Hensel does not speak for a majority of the taxpayers in the reddest County in Wisconsin, Washington County, on spending taxpayer money. That said, as the Finance Committee Chair, he does have control of the purse strings of Washington County. Apathy on the part of many has allowed our local government to be taken over by the liberal minority. That mistake will be corrected soon.
Oddly, I find myself, after a fashion, agreeing with Supervisor Hensel. I do agree that we need to change Wisconsin's pension funding but I think a level playing field is in order. My 401K retirement plan is a voluntary plan and, in the interest of fairness, the State plan should also be voluntary. I would ask that as part of the 2012 budget plan, you change the State plan from mandatory to voluntary. This would give public employees the same advantages I have funding my retirement.
On the subject of union bargaining rights, I also agree change is necessary. I disagree with both Supervisor Hensel and Governor Walker in providing both civil service protections and some bargaining rights. To me, this sounds like being partially pregnant. I would ask that as part of the 2012 budget plan, you either allow the unions full bargaining rights with no civil service protections or, as the framers of civil service protections had originally intended, give all government employees protections and end all bargaining rights, period.
Finally, as a veteran of County's Finance Committee, I see significant opportunity to limit spending at the local level but the will to do so is lacking. I have no doubt that with your knowledge of State spending, you and your Committee also see the opportunities. I would ask that as part of the 2012 budget plan, you speak for those of us who changed the face of Wisconsin's government last November and continue to do our will.
Best regards,
Supervisor Bill Meyers, District 24
Washington County Board of Supervisors

Belling Defends West Bend Citizens
More civility? Oh, please
Angry citizens have a right to speak
“A Plea For More Civil Dialogue.”
That was the ominous headline last week in the Washington County Daily News but it really could have been in any southeast Wisconsin newspaper. Two-bit local political hacks whining away that the public – THE PUBLIC! – wasn’t being nice enough to them. “Woe is us,” they wailed. “The lack of civility is unhealthy,” moaned City Administrator Joe Melvin. The chief whiner, Joe Carlson, the president of West Bend’s apparently too-picked-on school board, complained that too many citizens were too angry. It all gives West Bend a bad name etc. Such baby talk isn’t limited to West Bend. You hear it in New Berlin from the mayor, Jack Chiovatero. Wauwatosa’s mayor, Jill Didier, even bored a recent lunch companion with her complaint that I was trying to ruin her life. In Menomonee Falls, the cabal led by former Village President Joe Greco is perpetually angry that mere taxpayers have the audacity to speak out.
I have some advice for Carlson and his ilk. Resign. This is America, not Joe Stalin’s Russia or Mahmoud Ahmadinejad’s Iran. Speaking out, often loudly, isn’t an indecent abuse of decorum but the prerogative of an active citizenry. The louder the better, by the way. What the crybabies are upset about is they prefer to govern conservative communities in a moderate-to-liberal squishy way. When the public revolts, the leaders cry foul. A telling quote from West Bend Mayor Kristine Deiss: “The hardest thing has been fighting communication ... perception over reality.”
In West Bend, it was Mayor Deiss who tried to reappoint Library Board members who infuriated the public by insisting on keeping gay smut in the children’s department. It’s the same community where aldermen are determined to stick a low-income housing slum the residents don’t want. This isn’t a problem of perception. The reality is the community’s leaders are doing things the public doesn’t like. In New Berlin, outraged citizens want Chiovatero’s scalp for trying to put a slum in the heart of the community. In Menomonee Falls, taxpayers went ballistic when library employees tried to censor kids’ art work at the parochial school art fair. Back in West Bend, Carlson’s school board keeps proposing school tax referendums the public doesn’t want.
In each case, the citizenry is speaking out. Good. Carlson a few months ago berated a fellow school board member for daring to air differences in public. Horrors! Hey, Carlson, differences of opinion in government are supposed to be in the open. West Bend belongs to the residents of West Bend not Carlson and not Deiss. They are the employees but think of themselves as the bosses (or dictators). The taxpayer/owners have a right to see public business dealt with in the open.
Yeah, sure, they’ll respond. But can’t we be, you know, more “civil?” While some people always go too far, the problem in most communities is too much civility, not too little. Most folks let the power structure tax and spend, preside over mediocre school systems, lard public payrolls with unneeded workers, dole out unconscionable benefits and act like their the leaders of Liberalville. The few communities where people object are the ones whose residents are care the most.
America was founded loudly and angrily. Every positive development in this country – civil rights, the end to slavery, tax relief – has been a result of the populace raising hell. It’s what makes America great. The reason suburbanites are yelling now is that they fundamentally oppose the leftist drift of their hometowns. Their vocalism is a very good thing, whether the thin-skinned small town politicos like it or not.

Reilly and Van De Water go head-to-head in West Bend - Cty Supervisors square off
Only three of the TEN Washington County Supervisors attended. Constituents should be offended that their supervisor candidates were disinterested in sharing their platform with the taxpayers who will be placing their ballots in the box in less than a week. Supervisor candidates Mike Bassill, Robert Adam (inc.) and John Bichler carried on a respectful, informative and amicable discussion.
Missing were: Ralph Hensel, David Krochalk, Paul Ustruck, John Stern, Daniel Zell, Richard Bertram and Donald Stern.
